Blizzard have already made new High elf models in Dragonflight. Malygos and Sindragosa took the form of ancient High elves.

They are based of OLD High elf models from Vanilla wow that was based of Night elves. They mixed Night elf model with Blood elf. Given them different stance than Blood elves. They can add using both Night elf animations and Blood elf animations. Just as they done with Zandalari trolls with Night elf animations or Vulpera having goblins animations. Rexxar using Kultiran model and animations.
Aye there is more than enogh High elves to make them playable but after Vulpera and Void elves became playable the entire “There is not enough to make them playable” went out the window. As void elves were just 23 people and Vulpera are few wagons (Last of their kind in fact as the snake people have wiped them out for decades) was made playable.
Yes? and they also friends with Wildhammer dwarves that can give them shaman class. And they also can be any class that is not magical. Hunter, warrior, rogue, monk but also priest as a Draenai priest lives with them. Also they “could” become druids. Magic classes the Dalaran High Elves and Stormwind High elves that live there can fill. We have the Auric and his rangers(Aka farstriders) in Allerian strongold. We have the Silver covenant that can fill any other roll as Veeerasa gathered anyone that could fight. That be rangers, warriors, mages, and any other High elves that was willing to pick up the sword and aloso friends with the Night elves that can train them as druids and as Night elves lived few years in Stormwind after their home was destroyed, they could have picked up a few pupils from Humans, High elves, dwarves and gnomes. Willing to learn. We have the 7th legion High elves that are Mages and Warriors.
The problem IS, we waiting for 20 years. We are tired of waiting. We are tired of comprimises. If Blizzard had made Crystalsong forest home for High elves years ago. And made them playable years ago. We would have been happy but instead Blizzard have ignored us.
Well Blizzard could have fixed this YEARS ago. They choosed ignore us, gave Alliance a “Made up race”, that never existed in wow, never mentioned in wow. A group that didn’t exist in warcraft lore, that had no affiliation with Alliance (instead of the Alliance High elves that “fought with The Alliance”, never “abandoned The Alliance” and “still fighting” with The Alliance to “this day”) believing that would make us happy??
But either way, Im happy to see more players have raised up their voice for playable Alliance High elves, even if more Anti High elves have also risen up.

They can just join the magical loving Silver covenant since they are the most established section of High Elves.
We don’t need all these sectors and it’s exactly as Eadhric said. You create one uniting banner, but it should be Silver covenant led.
The issue is - the requests weren’t as strong back then as what they became later on.
People would pose the question, but it never caught attention…not to the extent that it has now.
But we, as the High Elf fanbase, need to know and accept that what we want is an allied race concept. The blood elves are the main, core part of Thalassian society now and the High Elves need to work around that.
You can’t force Blood Elves out of their shtick to benefit a race that isn’t playable as of yet. The unplayable race must work around the main and core, playable race.
High Elves must work around Blood Elves and they can.
High elves must also NOT come at the expense of Blood Elves, which they also can.
EDIT:
Why can’t so-called High Elf fans actually put faith into the race they want playable? Why do High elves have to share with Blood Elves or Humans? Why shouldn’t they become playable and make Crystalsong and Shandaral, their new home?
