What are BG brackets now? I find some conflicting info about it.
Also, I guess it works now that all characters in the bracket scale up to X level in that bracket?

Your character level scales up to the appropriate level, 19, 29, 39, 49 ect ect.
Because your character level is scaled up, your heirlooms are too. However, the rest of your gear isn’t. If you enter a battleground at lvl10 with lvl10 gear, you’ll be scaled up to lvl19 with lvl10 gear.

If you join a battleground at 101, you’ll be scaled up to 109. Because of that, you’ll likely be less geared than a normal 109. Also, 101 twinks took a massive nerf with the ilvl squish in BfA.
Open world pvp is different, you stay the same level that you are with the same stats.
