Question about frost mage rotation

Hello!

I have a question about the frost mage rotation. I keep noticing that the cooldown on my blizzard sometimes resets when I have all my cooldowns up (I play necro with slick ice), but what is it that triggers the reset?

I know about the freezing rain talent… but it makes blizzard instant, not reseting it?

This will be the Urh relic in M+, that and NF shifting power are the only CDR sources for blizzard atm and you’re NL.
