With the new talent that automatically casts Water Shield + Earth Shield + Weapon imbues on ourselves as Restore, we now no longer should need to monitor both Water and Earth shield charges to decide when to refresh them. But the Cooldown Manager only shows Water Shield charges, while the party/raid frames only show Earth Shield charges, effectively requiring us to check both.
My suggestion is to have a combined Water/Earth Shield icon that tracks the lowest of either on the Cooldown Manager.
