After completing the Tiragarde Sound questline, I cannot pick the next zone to quest in on the Scouting map - it shows that it has a quest for me, but upon opening it, the exclamation mark badges for Stormsong and Drustvar are missing and I cannot choose the next zone to quest in. This is on my lvl 21 Shaman who went from Exile’s reach straight into BfA like a new player would.

I think Drustvar requires level 25 so you are bit too low level for it. Try doing side quests, island expeditions, dungeons or other stuff to get to level 25 and you should be able to get the quest then.
Yeah, that’s it. Drustvar requires 25 and Stormsong 35. I’m still used to them all being for whatever.
