Ah c’mon, nobody gives 2 cent about that anymore in the art departement and in the playerbase and at PEGI/USK and what not. They’ve got more important things to care about than point at Blizzard when they create some outfits “Oh no no no no nooo, you can’t do that, remember? What happened back in the day?”
Only because artists decide to not overly skimpify an outfit doesn’t mean they do that because of some certain circumstances. They just like it as it is, nothing more.
Other people saying, they’d like it a bit more revealing is just their personal taste, and that is okay, too.
Doesn’t mean the artist has to change it accordingly. It’s just plain and simple two different individual tastes.

I never said they greenlight everything, but cleavage and co. are very certainly no big criteria anymore.
For a matter of fact actually never were, as they would’ve removed or at least changed certain gear if it would’ve considered them just like they did with cetain pictures, jokes, etc.

There are many reasons from different countries to ban certain video games. For example, if WoW would be too sexual oriented in depiction, it would be for sure banned in Iran.

Look, I am not saying there are only countries where the age rating agencies would speak up against such more “exposing” transmogs in games…
But there are for sure some countries that can AND WILL ban or demand changes to your game due to their laws/society ethics.
Not every country is as free as most western countries with such content. Especially not in a game rated for early teens.
And Blizzard after all wants to appeal to the masses, not the specific parts of a single community.
Iran has no WoW/Battle.net access due to sanctions anyway.
But nevertheless probably wouldn’tve been banned by iranian law/ethics due to the Bloodhunter armor release. It hasn’t been with the older armorkinis and won’t with new ones.

Old Alexstraza was more plain-forward. I personally find certain Dresses with exposing cleavage more intense than outright bikinis… But that’s just me.
Man… this is just something a person who sits in a chair would say…
Most of the people (not all) don’t go to the gym to get better, they do it so they think they look cool and all the girl would look at them. Same with the girls… they don’t wear super tight leggings and loose bra because they are very comfy during workout.
You don’t wear your best outfit on a date because you like dress up nicely, you do it because you want to impress the date.
Girls don’t wear cleavage and revealing clothes only because of reasons, they do it because they also want to be noticed.
Same goes in the game: we mog because we like the way we look but also the way the others look at us… maybe with a ‘cool mog’ comment.
