Is this some kind of oxymoron? Because Horde have all the good looking Shaman races.
With that restriction in place, probably regular Dwarf.
As for the specs, I don’t think a whole lot is changing for Shaman in regards to their current strengths.

i really dig kultiran, dwarf/dark iron dwarf shamans. admittedly kultirans miiiiiiiiiiiiiiiiiiiight have a bit of a transmog issue due to their shape but im not quite sure if it matters that much.

If it comes to me, I chose dwarf race for shaman. In my opinion it fits pretty well, especially since tattoos are available. So it’s possible to make Wildhammer dwarf.
I cant get the hang of hpala, but never seriously tried either… but yeah, need to do pew pew!

As shaman i find taking part in the 4 x 100m race really good fun but i do tend to cheat using ghost wolf .

On topic i would say HM for horde and dreani for alliance .
