Reported the shimmer bug like 5 months ago and it’s still in the game. Fix it Blizzard.
This is a dead talent as long as it’s going to burn both charges every time I press this button.
There is a thread on the same topic and people seem to have some solutions:

If its like the fireblast bug using multiple fireblasts, try setting up a basic /cast shimmer
Macro, see if that sorts it.
