Take friendly dispel off GCD and reduce GCD of friendly spells like heals by half, to 0.75 seconds.

what the hell ??? 
Remove all damage abilities from the game.
Or simply nerf destro, assasination, Flayed Shot and sub dmg a bit, tweak Resolve and that should do it.
no that sounds stupid.
+1 for 2 charges on dispel for all healers though, given how much spammable cc there is
