The tooltip only says in Battlegrounds and arena, so no.

It does only work in PvP-zones (where the PvP-Worldquests are) and instanced PvP. Conquest gear will have an item level of 424 in arenas, bg’s and WPvP-zones.

Oh right, I just tested it, it works in War mode, nice.

It works in war mode when you’re fighting other people/are doing pvp quests so when you do the pve side of things you use your pve item level instead. Seems to be intended
