I am level 73 (with not very good gear) and at this particular quest, the mobs, eg “Mirehat Fungalmancer”, show as “skulls” to me, and very hard to kill.
Am I missing something?

A few levels perhaps .
World quests scale to your level, no? If a few world quests do not, how are they indicated on the map?
