You can start in Teldrassil even now. I would recommend read up on lore in wiki if you really want to get hardcore as N-elf lore is not limited to their questing zones.

Ooh, good luck! Like the others mentioned, you can still quest through Teldrassil, and if you’d like to immerse yourself in a night elf environment, I’d advise choosing Kalimdor to level in and just doing the night elf zones in order: Teldrassil, Darkshore, Ashenvale, Stonetalon, Feralas, and Mount Hyjal.

Night elves are one of the most lore-rich races in the game, and there are a lot of books with their lore; unfortunately, most of these books are written by Richard A. Knaak, whose writing quality is… not generally considered the best. That said, for ancient night elf history, including the War of the Ancients, you can always read Wowpedia, and Chronicle Volume 1 also provides a good, concise summary of their history prior to the RTS games.

For more recent night elf history, from the Third War and beyond, you can play through the last Warcraft III Reign of Chaos campaign and the first Frozen Throne one (keeping in mind that some elements of them have since been retconned), or read articles about said campaigns on Wowpedia, which contain all dialogue transcripts. Alternatively, Chronicle Volume 3 contains a summary of these events made consistent with later lore.

Can I play (RP) my character as he started at wow vanilla time ?

Of course you can! Night elves are a very long-lived race, even now that they have lost literal immortality, so your character wouldn’t have aged significantly since then.

I would advise taking time to decide what your character did during the War of Thorns and how they survived it. For example, my character was a citizen of Astranaar and fled south before the advancing Horde army; thus, she was not anywhere near Teldrassil when it burned and only learned of the burning afterwards.

Night elves are a very versatile race. You can start as an extremely young (21+ y.o.) or extremely old elf. Generally the older you are IC the more you are expected to know about lore, but it can still be played around.
