Blizzard is one of the most iconic Mage spells, but in its current form it feels increasingly impractical to use in modern dungeon gameplay. Packs are frequently repositioned by tanks, either for mechanics or efficiency, which means Blizzard often ends up ticking on empty ground after only a few seconds.
A simple quality-of-life improvement would be allowing Blizzard to be recast while it is already active, which would:

Move the Blizzard to the new target location

Refresh its duration

Do so instantly (or with a much shorter cast time than the initial cast)
The key point is that repositioning should be instant or near-instant, so that Frost Mages can quickly adjust when the tank moves the pack. If the reposition still required the full Blizzard cast time, it would remain too slow to react to how quickly pulls are repositioned in modern dungeons.
Another issue is that Blizzard currently only sees real use when paired with the Freezing Rain talent, which makes it instant after Frozen Orb. Outside of that interaction, many Frost Mages simply do not cast Blizzard at all because the cast time and positioning issues make it inefficient in fast-paced pulls.
Having such a core, iconic Frost Mage spell feel usable only through a single talent interaction feels bad. It makes Blizzard feel less like a core part of the Frost toolkit and more like a conditional add-on.
This is made even more noticeable by talents like Freezing Winds, which specifically interact with Blizzard but are almost never taken because Blizzard itself isn’t worth building around in most situations. That makes the spell feel like an afterthought in the Frost Mage toolkit rather than a defining AoE ability.
Allowing Blizzard to be repositioned with a quick recast would:

Make Blizzard adapt to tank movement and modern dungeon pacing

Improve gameplay flow and responsiveness

Encourage Frost Mages to actually use the spell more often

Help Blizzard stand on its own instead of relying on a single talent interaction
This change wouldn’t meaningfully increase the spell’s raw power; it would mainly prevent Blizzard from becoming wasted due to positioning changes that are outside the Mage’s control.
Blizzard should feel like a reliable AoE tool again, not something you hesitate to press because the pack might move two seconds later.
