There should be a way for people with Max level on a server that is locked for transfer to transfer anyway. Kinda like people on servers like Firemaw/Gehennas can make new characters there if they already play there. So if you have a Max leveled char on a full server and wana swap main/help your guild out, you should be able to transfer over even if server is locked…i mean you can only play 1 char at the time anyways…

We don’t have locked servers in Classic (apart from SOM servers ofc).
