I didn’t get to turn in the quests before the invasion ended and now all of my Necrotic Runes are bricked. The vendors don’t sell anything if you haven’t turned in the quests.
There is the rune npc in SW right now, I’m looking at him.
The NPC you turn in the quests is different. You can’t interract with the vendor if you haven’t turned in the quests.
