Using goggles again removes the buff

/use Secret Fish Goggles

This item provides a one hour buff on a one hour CD. I assume to allow it to be up constantly. However, if you use that line in a macro, it will REMOVE the buff it it’s already up, leaving the CD running. As such if you accidentally run it a second time, you could be stuck without the buff for an hour while the CD ticks.

Anyone got an idea how to get around this? using the exclamation method does not work, as the following do not apply the buff at all:
/use !Secret Fish Goggles
/cast !Secret Fish Goggles

All my other buffs work fine (do not remove existing buff) such as:
/use Repurposed Fel Focuser
