Arthas was meant for Revendreth where he can atone for his sins.
By your logic Maw should be empty, cause all sins can be atoned
Pretty sure alot of them go through revendreth and if they don’t make the test they get thrown into the Maw. Even Garrosh made it to Revendreth, who bombed theramore and started an all out war in Pandaria. So Arthas could definitely have ended up in Revendreth.
Arthas = sworn to paladin ideals, but multi genocide, betrayer of his people, Killer of his mentor and father
Garrosh, well he didn’t betray orcs, he took every advantage to make them the conquerors they dream to be, but he used old gods power and got corrupted, later fought against demons!
