Was lucky enough (I thought) to get this from a TW Nerubian cache at ilvl 619 and replaced/vendored my previous trinket.
However in the 4 days I’ve had this, it hasn’t proc’d once. This is over 8 T8 delves and the Siren Isle weeklies/Storm.
I’m a BM hunter and other BMs seem to be having a problem with this too. Is anyone else having this issue? Is this actually a bug or do you need the other piece of the set to get it to work, so it’s basically not a BM item?

My demon hunter has both the trinket and the weapon and it seems to be very random. My hunter uses the trinkets I have on my profile on all specs and seems to do very well in all content with it, Mad Queen’s Mandate works very well as long as you manage the cooldown effectively so you make sure you use it to kill whatever you’re fighting.
I wouldn’t say it’s a BM trinket to be honest, it’s more a melee trinket because of it being paired with a melee weapon to get the best out of it’s proc.
