We've reached the point where

Chain Lightning deal more damage than Lightning Bolt. My numbers says that Chain Lightning deal 7182 damage and Lightning Bolt 7114.

So what’s the point? Why AoE spell does more damage than a single target spell?

Because Lightning Bolt generates more Maelstrom and have extra overloads thanks to Surge of Power, and more damage in ST during Stormkeeper.

1 target = Lightning Bolt
2 or more targets = Chain Lightning
