Edit: I’m a PHAT moron and didn’t see the ‘Uniting Kul Tiras’ quest… Please disregard this thread.
There should be a quest to unlock World Quests (in Legion it’s called something like Uniting the Isles, in BFA it’s called something likre Uniting Kul Tiras/Zandalar). The quests will be in the main hubs and marked on your world map.
