Why does the tavern bard toy with 2 hours of CD?

I know that fun is illegal in activison blizzard, but come on. 2 hours?

I was so happy with this toy, I thought I will RP a bard, but I guess I will rp a bard with 2 hours CD.

I know that people can spam it, BUT, it’s limited to inns only, and you still can put a reasonable timer on it, like a min or something. But two hours! What is this? Is my bard character having amnesia or what?
