Has there been any explanation from Blizzard as to why this is?
It seems so wrong considering you need to do 4 bosses on Hardmode just to get 1 hour of attempts in on Algalon. Shouldn’t his loot be at least even if not better?
Man, please read all the stuff not cherrypick 1 informatio out of 10. They mention that they will fix it.

They simply didnt update all the loot that has been datamimed. And ulduar doesnt even have a release date on ptr yet.

Algalon drop ilvl 245 so what do you mean ?
The correct ilvl is 252, WoWhead info is simply wrong.
