Why is Justicar's Vengeance so incredibly weak?

So we have this choice node between Final Verdict and Justicar’s Vengeance. However Justicar’s Vengeance is not only weaker than Final Verdict, it’s weaker than Templar’s Verdict even. It’s straight up a dps-loss to take this talent. Why?

It gives you a 3% max HP heal, which really isn’t that crazy. And somehow that’s comparable to Final Verdict’s increased damage, increased range, and chance to proc a Hammer of Wrath? It’s like this talent is designed not to be taken.

Can we please get an alternative to Final Verdict that atleast tries to be competitive? I think it’s cool that we have the option to mix up our main spender, but I would love an actual choice here.

Short answer but it is the real answer PvP

You would never pick Justicar’s Vengeance over Final Verdict in PvP current state, never.
It’s just a dead talent which needs a HUGE buff to get viable again.

Been a talent since Legion i think and has never been a real contender as a choice node/talent during its lifetime (give or take a week or 2 at best)

But they really have nothing to offer the spec so it remains to fill one of the many gaps we have. Its a known filler talent that none chooses and been in the game for a near decade and will probably remain atleast until the next paladin “rework”

It was Actualy Broken Back In DF in that one Update where they Reworked Ret paladin. But they Nerfed it to the ground since. Now it is just dead Talent pretty much.
I think It should be Reworked Like Make It Do same DMG as Templar Verdict, but Cost 5 Holy power and Be only Melee abbility as TV is kinda Range abbility.

I think it needs to do at least the same damage as FV. One would have longer range and the other would have self heal.

It can also resets HoW CD and makes it usuable outside wings.

Either way they will never make it do rivaling dmg to FV, the few times it did was in prepatches or a short time during spec rework like mentioned above. Fairly sure it was just a miss due to lack of time over them thinking of actually buffing it.

They just dont have any ideas as to what to replace it with so here we are, 5th expansion with a dead talent.

One option would be to make them both baseline, there are niche situations when using JV would do more dmg then FV or just for better survival while still putting some pressure instead of 0.

Either way, best bet is the next rework paladins will get but i hold no hope that JV will become either good or removed, it has afterall remained after 2 reworks since we got it.
