Sale runs could be part of it. Mythic raid teams trying to get bows for their hunters. How long adds stay alive, I wouldn’t be surprised if there’s frost mages soloing the adds in the big add phase to speed things up. Timings with your last couple of timewarps maybe? Have a look at some 90%+ parses and see where their damage is coming from.
Edit: If you run IF on Raz, you’re missing out on RoP during the dmg amp in the shield phase. I imagine that would be a big loss.
If you run incanter you miss 15-20% by default.
RoP with 10% uptime has the same strength as Incanter with 100% uptime.
I normally run RoP. Tried IF today - was bad.
I’ve read that for frost IF and RoP are comparable?
Ask this question on the mage discord and look at the reactions off ppl that actually know how to play 
General concensus:
If you use Incanter you should be playing warlock instead.

Found a giant one again 
Last time I simmed it, it was 2% on ST on my char but RoP scales better with gear. As your crit and haste rise so does your RoP uptime due to Icy propulsion. As well as that RoP is better on prog content for burst windows so RoP will always be seen as the better choice even though IF can have it uses.
