Probably at summoning stones and daily quest locations.

Sholazar has lots of farmers going around in circles, aside from that meeting stones … you can even hunt for specific prey, HoL/HoS MS has lot of plate users and occasional rogue for example …
Storm Peaks where ppl camp tlpd.
As a lvl 80 rogue, you should visit Thrallmar
WPvP doesn’t really work outside Vanilla. People will just fly away. And in Vanilla, it’s usually in the form of ganking and/or steamrolling one player in a 1v5 scenario.
You can get the odd even-scaled encounter while leveling, but they’re fairly rare with how things have been in Classic.

Stranglethorn valley, I recommend northern parts.
pros
- little to none resistance
- calming and peaceful gameplay
- you feel like a big boi
cons
- no honor points from kills
- time to time you might get swiped by angry 80 lvl main.
