The correct translation should be: Reduces all damage suffered by 60% if your Soul Harvest accumulation is at least 3, and by an additional 2% for each Soul Harvest accumulation.
What it says at the moment is this: Reduces all damage if you have at least 3 stacks of Soul Harvest, and by an additional 2% per stack of Soul Harvest.
The Screenshot shows the GER userinterface.
The description in cube is even worse: Reduces all damage if you have at least 1 stack of Soul Harvest, and by an additional 2% per stack of Soul Harvest. Inconsistant with the rest.
