This isn’t the typical troll post whining about bots. I simply want to know, to satisfy my curiosity, why Blizzard isn’t banning bots this ladder season. We’ve seen blues complain about bots and sympathize with players who complain about them. We’ve witnessed at least two banwaves in the last decade, the most recent of which was November 2017, after which we had the best ladder season in years (no bots).
So my question, and it really is nothing but a question, is:
Why has blizzard not banned bots?
Now, you may think I am trolling, or trying to rip blizzard. I assure you I am not.
There are some possibilities:

Blizzard will only ban botters automatically through 3rd party software detection, and will not manually ban people (manually as in join bot games and see if someone looks like they are botting) because they want “certainty” when banning. Since d2bs and kolbot have been upgraded with new and improved “stealth” undetectable versions, the coders at Blizzard are incapable of updating Warden to adapt to new hacks.

The latest banwave 2 years ago had some negative backlash (lots of hackers/botters whining) and blizzard does not wish to anger their fanbase again.
