Classic HC ptr launch time EU?

I can’t seem to find any detailed info on when/ at what time we can
access and log into wow classic HC ptr ? I have installed it
and it gives me 2 options - wow2 (xx) & wow3 (xx)

I can press play but game dosnt launch , so I figure its waiting for
an update

any info on this?
