I had this problem recently - mo drop from Hell’s Forge Quest Act 4 on normal at all. No gems, no runes, nothing.
Soulstone gone from stash and quest is done. I think it’s a bug since I never seen completly 0 drop there

This literally just happened to me - Level 66 Pally, struggled SO badly and grinded this for about an hour or over. Finally get the forge and not one item, no gem, no rune. Nothing.
Disappointed is an understatement (Hell mode)
