but it does not define what “playing” is… I would hope that being stuck in a queue does not count but… who knows.
Note that this 2-hour limit (criterion ?) is only one of factors considered by Blizzard… for example, in the case of a pre-purchase:
Pre-Purchases
We’ll typically refund any pre-purchased game or product prior to its release, provided you haven’t played the game or expansion for more than two hours via pre-purchase early access.Some exceptions may apply in cases where the pre-purchase includes in-game benefits that can be claimed for other products. If you’ve already claimed or used those added benefits, the purchase would become non-refundable.

Imho the best option is a free cry of ashava to all who got the license error.
But its just imho
