Diablo 2 stucks on Checking Versions. Is there something new about it?

I read all threads about my/similar problem(s) on Blizzard and other forums and followed recomendations.
I wrote to Blizzard official support as “ticket”, but I got “Can’t submit a support ticket” message.
I wrote to Blizzard emails, but i got no answer.
I created thread (in Blizzard Russian forum) and wrote into another thread on Blizzard forums, but there is no any answer from support.

About a year ago I bought my first CD key (for classic + LoD).
I didn’t play for this time and even didn’t install Diablo.

Some time ago I installed Diablo 2 with bought keys and tried to join BNet server.
But it stops loading (can’t conned any realm) on “CHECKING VERSIONS”.
No error messages. Only:
“BattleNet is not responding. Please try connecting again in a few minutes”.
After some time.

After Diablo 2 installation, when I try connect to Battle.net at FIRST TIME (via pressing BATTLE.NET button from “main” screen of Diablo 2), Diablo 2 starts to update and its version becomes 1.14d (I also tried to use official Diablo 2 patch – same result), but after that I can’t connect as I described (Diablo 2 stucks on Checking Versions). Also worth considering that Diablo 2 each time after update creates files “BlizzardError.exe” “SystemSurvey.exe” in its folder.

BnetLog.txt contains:

(i removed dots from adress “europebattlenet” because forum sends me message “Sorry, you can’t include links in your posts”)

This patch upgrades Diablo II Lord of Destruction from version 1.07 or later to version 1.14d.

RESULT: Patch succeeded with warnings noted above

(if/as you can recognize, it’s Russian text here, but i’m not from Russia, i’m from Ukraine, if it can be helpful in finding answer)

(I also have tracert, DxDiag and MSInfo files and can send it to you, if it’s necessary)

I phoned my ISP and he told me, that my IP is NOT business.
I tried to connect via ineternet cable directly or via Wi-Fi router – there’s no difference.
All necessary ports (4000, 6112–6119) are enabled.
Antivirus and FireWall are turned off, also Diablo added as exception into FireWall.
I changed DNS and MAC adress.

I launched Diablo 2 in Compatibility mode (with Win XP SP2) and “Run as administrator” via Right Click and “Run as administrator” selected in shortcut’s and .exe’s properties.

I installed Diablo in different folders (“C:\Program Files (x86)\Diablo II”, “E:\Games\Diablo II”, “E:\Games\Diablo 2”).

I tried to join BNet with classic only version, but i got such error:

I have VPN plugin in my browser, but IT’S ONLY FOR BROWSER (not for all system and of course not for Diablo, I’m sure in that). Maybe your detection sysem scanned it in some way. Can it be fixed?

Forum reading let me to conclude, that it’s IP ban.
I’d like to clarify what time, what reason and what solution of it.

I checked and I can confirm you have an IP ban active and the suspension will last until the 17th of April 2020. For all the details about these temporary restrictions I suggest you to check this article we made.

We cannot provide other details than that and also our support department cannot remove these restrictions once applied.

I would strongly suggest you to uninstall any VPN/proxies programs you are using before the suspension expires

Closing this now since the Classic Game Tech Support can’t deal with appeals or game restrictions
