Do i have to buy Eternal Collection to get Reaper of Souls and Rise of the Necromancer?
or I can buy it separately

You can buy them separately.

Also, for future reference, this forum is for technical support on Blizzard’s Legacy Games — old games such as Diablo II (2000) and the games in the Blizzard Arcade Collection.

Diablo III is not (yet) legacy – and it has its own forums.
