I encounter loads of games where the game comes to a halt just before the final turn my opponent is losing. Is this some kind of cheating? And can I do something about it?
These kind of idle times never occure when I’m losing a game.

Make sure you note down the names or take screenshots of their names and save it so you don’t forget (that will also preserve the time when you create the file). This information will help when you make your report for further investigation into these players.
It could though be a connection issue and we would suggest doing some of the basic steps here too.
