Last step to get that rune:
Find Illari Duskfeather and speak with her. For most races, she will give two (equally hostile) dialogue options; upon choosing one, she will fight you. Defeat her, pick up the Dropped Pouch and loot Illari’s Key from it. Open Illari’s Loot Cache to obtain the Jewel-Encrusted Box, then open this box to loot the Rune.
I kill Illari Cachce droped on floor but not targetable or lootable even after delete cache folder and scan/repair game
So what i have to do now to get that rune ???
