Hello:
Yeah… it could be a temporary play restriction…
There is some troubleshooting you can try to elimate the more common issues:
You might have to submit a ticket for that… not sure if they can still do that… depends which GM you get, I suppose… and how busy they are. You can use this link to submit a ticket: https://eu.battle.net/support/en/help/contact/354/ticket . Bear in mind that there are many tickets waiting to be processed… it might be 3 or 4 days before you hear back.
The most common causes for a temporary play restriction is playing with a VPN, or playing from a business IP (at work or in a hotel, for example)… and creating too many games too quickly (for muling for example). The restriction for a VPN or a business IP is 14 days; the one for creating too many games too quickly seems to vary.
The issue with a temporary restriction is finding out what you did wrong… the old crew (before the Microsoft take-over) knew how to look it up and would gladly tell you what it was… and when the restriction was scheduled to end. Now… who knows ? You’ll find out if you put in a ticket, perhaps… or if a Blizzard Customer Support rep sees this (I wouldn’t hold my breath for that – if they are still around, they are being very quiet).
There are two posts by Blizzard on temporary play restrictions that are worth reading… they’re at least 5 year old already and some of the info provided might be obsolete:

I can’t help you much more than that… sorry !
