I think you are asking about which server pool to connect to in order to minimize server latency… The short answer is, I think, that you will need to try it out.
For Diablo III, there are two server locations (pools) in Asia; one in Taiwan and one in Korea. By default, the Battle.Net Desktop App should connect you to the closest (geographically) server pool. There are also server pools in Australia, France, and the USA (California).
