Its 12th of November, its nearly 17:00 local time(Greece) and it is still not live.

Duels is live now in the EU (just checked this to make sure), usually for this kind of thing it is because the release is in the morning of the 12th in the PT (Pacific Time) zone, so this would mean later in the evening for players in the EU, there was no time listed for the Duels release though, only that early access would end on the 11th at 2300 PT.
