WoW SoD Hunter Expose Weakness Rune Bug

For a month now I can’t get proper support for the following problem: for some reason I can’t get the quest starter item to get Expose Weakness Rune for my hunter
This item doesn’t drop for me from Ogres in Badlands

I’ve killed about 100 mobs and it still hasn’t dropped. Today I helped another hunter and he 2 times fell this item, but I do not. I actually can not play in ranged build without this rune. I have already checked everything. I’ve been trying for a month to get it out and it doesn’t work. My hunter is already level 50, I have gotten all the runes I need except this one.
