After upgrading the belt (Arctic Binding) for Normal to Exceptional, wrote Required level 25 is needed (actually level 30 is needed)
I think this bug is related to the fact that Sharkskin Belt requires level 25, but the Shael Rune, which has 29 levels, was required to improve.
