Camera movement and screen jumping problem

Hello, i have a pretty massive problem that is distracting me heavily from focusing on the game.

Whenever my character is changing orientation (left right up down)
It feels like camera is jumping from one place to another. Kind of feels like game is stuttering. While i tried to lower graphics until i had 10% CPU usage and 52% GPU usage.
Framerate is also strange. it runs at 57 constant while 99% FPS is like 25.
No matter the setting.

So i am not sure if its stuttering somehow or its just how camera is locked to the character.

I dont think i can loosen camera grip on the character OR CAN I?. If that was a option it would possibly help.(like if my character moves, camera will smoothly follow it.) Since it feels like camera is just stepping from one point to another with character.
I somewhat have this effect in old mode but character itself is doing smaller steps somehow and is more constant with the background. So it feels little bit better in older graphics but i bought the game for new graphics.

If anyone have any idea how to fix it, please let me know. I cant focus at all.

Hey bud, what are setting concerning “sharpness” and “res scale” might look at this

Currently 100% and 0%
Normal scale no sharpening.

I also tried to click very fast while i rotate my mouse around the character.
It gets pretty wild.
It completely skips turn animation sometimes and teleports a little bit. So issue is even bigger than i thought at first.

Most strange part is that graphic preset hardly changer anything.
Setting all high and ultra is pretty much the same, i can feel small delay in reaction but its all the same.

Im using a Lenovo Legion Laptop with RTX 2060, i would think that is a laptop fault but its running games like.
Horizon Zero dawn : Perfect 60FPS (capped due my monitor)
New World, Satisfactory, Mafia Definite edition: around 50FPS at high settings.
Red Dead redemtion 2 also ran pretty good. I tried it for a short duration but i had 0 probems with it.

Overall performance i would say is multipe times better than my PC with GTX 1060.
That was kinda struggeling to run Red Dead redemtion at high settings.
Horizon Zero dawn was running at 45FPS and etc.

So its suprising that D2 Resurrection is skipping frames and doing stuff like this.

2025 same problem with D2R on a pretty new system 144 hz monitor, tried to play around with fps settings gsync / v sync, nothing helped. it seems its some weird frame skipping when character direction is changing. very unenjoyable to play like that
