Can Nightmare Mephisto drop Shako?

As the title says, I was wondering if Mephisto in Nightmare can drop Shako.

To the best of my knowledge, he usually can not.
Maybe Durance of Hate was Terrorzone and so he get level and treasureclass upgrade.

It is an Elite item. He can not. Earliest drop possible is from Andariel hell. No clue if its somehow possible in an act 5 terror zone.
