Found a grand charm +38HP in the hell cow level. Not sure how to identify ilvl of it, but my question is if it can be re-rolled in the cube to get a skiller with the same amount of +HP? Also, what’s your opinion, is it worth spending pgems trying to re-roll it? Or better wait to get one from Diablo/Ball?
For Vita suffix on grand charms - any grand charm with ilvl 77+ can have suffix vita (36-40 life). So yes, you can reroll. Gcharms with ilvl 91 can have vita suffix with 41-45 life. This is only Gcharms from Diablo(94), Nihlathak(95), Baal(99) can have.

No, you can only reroll the entire charm and hope it rolls skill+hp. There is no way to save the life roll and roll for skills.
If you just want skill charms the best ones are found in Nightmare Act 3 Flayer Jungle. Those have the highest chance to roll +skills but can’t roll the best life affixes.
If it’s skills + life you are after then you’d best reroll the highest treasure class charms you can get. The best ones are, as Shambala said, dropped from Diablo, Baal and Nihlathak. Those can roll the highest life.
