I have had some charms drop with +1 maximum damage, requiring level 77, same with +low minimum damage. The one I have recently looted was from a TZ, if I recall similar drops happened on Cow level too.
As an aside: The cube crafting recipees (safety, etc) sometimes also produce excessive min levels, they also seem to be happening when min, max dmg, or life/mana steal effects are rolled on the items. Eg: +8 to minimum damage on a ring at 96 min level requirement. My rare random ring with +3 min dmg only requires min level 16 to equip. Rare amulet with +5 min damage requires 29, and it has also a +1 sorcerer skill + 79 mana.
I assume that the charmreq is that high because of what could have rolled on the charm, not because what is actually on it.
It’s how diablos mechanics generally work, you can get low stats on high level items, all depends what you get really. It’s not like newer RPGs where they are constantly trying to balance everything to your level.
Nah even higher levels the game makes it more interesting by making it a lot more of a gamble as to what stats you get and honestly more drops are low stats, and then unexpectedly drop really good items for you to kee you surprised about the items you find
