Have been having issues with really bad ping for a couple of days now. Ping goes from 30 to over 1000 constantly and when i check lobby most games are shown to have fair to poor ping.
Have installed the game on two comps now to try solving this. Tried 3 different network providers without any decent result.
Game running smooth offline on both comps and nothing else i do online seems to be affected, only D2r online.
Tried to switch to ASIA and America to see if it was my EU-server but all 3 are very bad.
Are you able to create a mtr and get back to us with that? Given the issue, it seems it may be connection quality though it is strange to be occurring over multiple machines and connections.
Likewise, could you check your machines and close as many background apps as possible. Along with removing any network shaping apps such as cFosSpeed/ RoG game first?

I have identical issues, keeps happening for a few hours/days at a time, then resolves itself.
It’s definitely latency/packet-loss based, though it seems on the last few hops of the route. My usual average latency is between 19ms and 23ms, if latency goes above 50-100ms it breaks (issues mentioned by OP happen).
Here are two MTR results, each is a Chaos Sanctuary run without teleporting (since teleport is not working correctly…).
EU-2 usually has worse latency for me, I used to block connecting to it via a firewall rule. That has stopped working since a few updates ago though, since it will not login to battle.net with EU-2 (.180) blocked.
There are no background processes or traffic shapers active.
I have also been experiencing high ping for a long time. Maybe about a month ago, he was still normal, but now it becomes not only uncomfortable, but impossible to play! Yellow circles or black, rarely green. My Internet is stable, I checked it in other games, and I also checked it through another provider, the same thing!
Been facing rubberbanding issues for quite some time now. Occurs almost every minute, leads to the occasional death but in general very disturbing and makes me not want to play the game.
On a 250/250 mbit fibreoptic without any issues with other applications, games or streaming services.
