i want to know if this shild is good for exile ?and if do is there away to make it 4soc ?

It’s not the best base,for Exile it’s either a Sacred targe for the biggest base blocking and the lowest strength req or a Vortex shield for the highest defense and the most balanced smite damage (in case it’s important) but yours is not bad at all…basically the next best thing!
I one prefer self-found bases and would do it in it having in mind that it is a godly roll, but if you are a perfectionist and are really into min-maxing search for a Vortex or Sacred Targe, but be ready to pay 2-3 HR for stats like on your Royal.
I also use a self-found non-eth royal 45res for a 35%Spirit on my Hammerdin.

Less…much less…my personal opinion is that it is not worth it.
I also use a self-found non-eth royal 45res for a 35%Spirit on my Hammerdin and I calculated I had to invest approx 15 extra points in Dex to reach 75% block rate than I would’ve with a sacred targe. Strenght requirement is not an issue as I have Enigma.
In my humble opinion the investment to trade for a better base is not worth it for the minimum gain that you’ll have.
But as I said…my view. I also had a sacred targe with 39 res and I preferred the perfect roll on the Royal.

exceptional shield useless for exile because give a lot less damage then hell base

If he will use it for smiter, the extra damage is negligible if he has Grief on main hand. 182 - 225(vortex def) vs 156 - 181(royal def)…and if he is planning on making Exile he has Grief already.
As I said…the investment necessary to get the same roll on a Vortex is not worth it for the gain…unless you want to play PvP. And who does that? :))
grief is good, but not enough to ignore hell base for smite. anyway smiters need hoz or hell base exile.

i aim for the 44 all res allmost perfect but not that crazy expenive
make sure to check the block % BEFORE you use holy shield.
I am almost sure there is no white base with 75% blockchance!
