what OP mistake did? when Blizzard clearly stated that at the end of S1 the ladder runewords will transfer to non-laxder.
I also thought I had read that some months ago. But can’t find it any more. So why don’t you link to it and cite the relevant passage?

No that’s not true. Ladder only runewords that is on a ladder character when it becomes a non ladder will be transfered to non ladder. You will still not be able to make them in non ladder, that has never been stated.
I just saw this topic, i didnt know the plague runeword could not be made non ladder i thought it could. Blizzard might have erased any topic of them saying ladder runewords but they forgot ppl like me exist that have a strong memory. They forgot to put down every video with streamers reading the patch notes plus the interview they had with MrLIamaSC
So
This video is the interview go at 6.30 min listen for yourself saying new runewords every ladder old runewords more to no ladder and they can be created there too , any existed new ladder runewords are at the temporary stash or equiped on your ladder characters that are now non ladder.
If you want you can try to find videos of announcements about runewords about them moving to non ladder , i am bored to search , the interview of the devs is enough
My thoughts about all these are they messed something and now instead of fixing it they are trying to let it pass , Its ok if they change their minds but there isnt a single post or interview saying hey we decided for ladder runewords to be ladder only and we see recheck how some runewords pass to nonladder .
Also someone who has plague on his assassin last season now he has plague on non ladder , as far as i know the items didnt disapear or became a fail runeword. And since people playing ladder moved from one ladder to the next in an instanst, we cant know for sure what happens exactly. But if a single person has a new runeword non ladder that is evidense enough they can exist non ladder but cant be created . which makes the economy wierd also its plain unfair
Concluding thoughts unless the OP made a mistake and made plague wrong either order or white item and we cant know. they stated that about runewords and they never followed it with a new post about changing of heart, and dont go easy on them when they mess up
What about single player/offline???
Back in the old/classic D2 LOD, the only time you could make ladder runewords was DURING LADDER… this would make ladder only runewords that “xferred” to nonladder worth a lot more, because it was impossible to make then in nonladder. I.e. People would play ladder just to make spirits and insights, etc (to xfer to nonladder).
As far as single player in classic D2 LOD… In order to make ladder runewords, you just had to modify some game files (which contained the info/files for the ladder runewords).
Then I believe in D2R, all the ladder only runewords could all be made in single player right? I.e. They made it so essentially single player = ladder (as far as items). Please correct me if I am wrong here…
If I am right about the point above… does that apply to the “new” ladder only runewords too? Can you make a plague in single player for example?
