Remove level difference bonus/penalty to chance to hit

From googling it it seems attack rating and defence have less effect on the chance to hit than the relative levels of the character and monster fighting? It’d be better imo if it was purely based on attack rating and defence. Then choice of equipment and skills and tactics would pay off far more and there’d be less having to grind for 5 more levels to be able to kill/ not be killed by boss demons/the ancients
