After reading many posts about stuttering I stumbled across a solution that works for me so thought I would share it, hopefully it will work for some of you facing the same issue.
If you run Bullguard antivirus software, it uses a “Game Booster”, (there may be a similar thing in other antivirus software) I disabled this and the stuttering has stopped completely
I guess this was designed for more modern games and as Resurrected is built on the back of an old game it causes more issues than it resolves.
