Hello guys, can anybody tell me, what is the best spot to find monarch shield ?

Your expectation is right only in hell and esp. good in Cows.
Hell Cows are now quiet far away, i am currently in ACT1 Hell. Only lvl 68.
I think 99% of the time I’ve found a monarch it has been from farming cows in hell. I did find one in A1 hell once I think though.
Chances are it’ll be non-socketed. So make sure you get one with the name in gray and give it to larzuk to add sockets. It’s the easiest way. Don’t waste the quest, so double check everything is correct before doing it.

It can drop ALL items aka lvl 85 area

for coldsorc i recommend Act2 lost city ancient tunnels. no coldresists. is a lvl85 area, the highest area level possible where almost everything can drop.
Actually i was farming Andariel, but nothing special dropped. It is also good for cold sorc, there are not many cold imune.
Ancient tunnels can be a good choice
In my experience, absolute best place is in Durance of Hate level 3 (hell), at left side of Mephisto, there is armor rack. You even don’t need to kill anything, just go and take armor rack over and over again. fastest way to do this is sorc with teleport of course. Yesterday I got four or five white monarcs from there, while I was farming Mephsito/LC. Probably it was just good luck, but I am sure that sooner or later you will get at least one.
