WW does not proc skills?

I have Obedience runeword and I tested that it does not proc Enchant with 30% chance at all, I can WW kill whole map and not a single trigger. Also It does not trigger Twister from Carrion Wind

Thats perfectly normal. WW cant trigger stuff “on hit” or “on attack” youll have to attack normal or with amok till ench proccs and after that WW again

I think I saw this working back in days when WW barb was throwing tornadoes. Why it should not count as hit, attack or kill?
